Many students who enter college find their voices — and build confidence — by exercising their right to free speech. However, a recent survey of nearly 500 colleges and universities found that 85% have at least one policy that schools could use improperly to limit free speech on their campuses. The “Spotlight on Speech Codes” survey was conducted by the Foundation for Individual Rights and Expressions, an advocacy organization that protects free speech on college campuses. Some of the most common types of restrictive speech policies these institutes of higher learning involve:
- Harassment and bullying,
- Civility,
- Protests and demonstrations,
- Bias reporting,
- Technology usage, and
- Posting and distribution of materials.
The Foundation gave each college and university surveyed a rating based on how restrictive its policies were. One in five received a “red light” rating, meaning their policies “clearly and substantially” restrict free speech. Just over 65% received a “yellow light” rating, meaning their policies “impose vague regulations on expression.”
