Sexual misconduct has to do with Title IX because Title IX is a federal civil rights law that’s intended in part to prevent and address campus sexual misconduct.

Sexual misconduct is an umbrella term. It can encompass sexual assault, sexual harassment, non-consensual sex, inappropriate touching, sexual exploitation. Any sex-based offense that can take place at a college campus would fall under, say, the term of sexual misconduct.
