Title IX case can be appealed under the Title IX Final Rule. An appeal would be allowed in cases involving both either say, a mandatory or a discretionary dismissal of a Title IX complaint because the allegations do not meet the necessary standards or definitions of sexual harassment. Then also in the case where a grievance process was followed and if a respondent was found responsible through the grievance process and appeal of responsibility and potentially otherwise.
