Under the Title IX Final Rule, a college or university may, at its discretion, allow a complainant to withdraw a formal complaint or the allegations they're in if the complainant signed that they're looking to withdraw the matter. That being said, a school can also continue to pursue the matter if circumstances would otherwise be appropriate. It is an involved consideration and obviously much is at stake in terms of whether such a case should go forward or not.
