A Title IX coordinator can sign a formal complaint under the Title IX Final Rule. A Title IX coordinator must take into account the complainant's wishes, but the Title IX coordinator can sign the formal complaint as long as it is not clearly unreasonable in light of the circumstances.
The Title IX coordinator, if he or she signs a formal complaint, does not become the complainant or a party in the matter through the Title IX grievance process. The Title IX coordinator must also remain free of conflict of interest or bias.
