To best understand how to appeal a Title IX case in Hawaii, it's good to have a brief understanding of what Title IX is. Title IX is a federal civil rights law that's intended in part to prevent and address campus sexual misconduct. If a person is, say, found responsible of a Title IX charge in Hawaii, that person would have the right to appeal. The right is allowed to one party, whether it's the accused or the accuser. The right is available to both parties. A particular college or university is going to have specific grounds as to which an appeal can be based on what's all colleges and universities, not just in Hawaii, but across the United States, have similar if not identical grounds, new evidence, disproportionate sanction, procedural defect or error for example.
