The college or university's requirements regarding personnel under the Title IX Final Rule is that in addition to of course being well trained, any parties involved via the Title IX coordinator, the investigator or investigators, the decision-makers in a case, any parties involved in a formal resolution process, they all need to be free of conflict of interest and bias. They have to be neutral towards both a complainant and a respondent.
