Code of Student Conduct at Brown University
Brown University created a Code of Student Conduct to outline expected behaviors and help maintain a positive campus environment. This Code encourages individual integrity and respect for University resources, the integrity of the academic process, and the freedom and privileges of others — as highlighted in the Principles of the Brown University Community. The Office of Student Conduct & Community Standards manages the Student Conduct Procedures to enforce the Code when students fail to adhere to these standards.
Student Rights and Responsibilities
Additionally, the Principles of the Brown University Community encourage all members to demonstrate integrity in every aspect of University life, including their participation in issues related to the Student Conduct Procedures. Respondents, complainants, and witnesses involved in student misconduct cases have specific rights and responsibilities to ensure a fair process.
Respondents have the right to know the allegations against them, present their case, and appeal decisions. Complainants can participate in the proceedings, seek support, and receive updates on the case’s status. Witnesses are encouraged to provide relevant information while maintaining confidentiality throughout the process.
At Brown University, it’s clear that everyone involved is expected to engage respectfully and truthfully, promoting a just environment for addressing misconduct — and supporting the community’s values. The university community aims to foster trust and accountability through its commitment to integrity, ensuring that all perspectives are heard and considered.
Title IX Policy
The Title IX Policy at Brown University is focused on preventing sex discrimination in its educational programs and activities, which is in line with Title IX and other laws. This policy applies to everyone in the university community, including students, employees, applicants, contractors, and visitors. It prohibits sex-based harassment, retaliation, and inappropriate intimate relationships.
The policy also covers online behavior that affects the university’s educational programs or uses university technology and networks. While Brown cannot control all online platforms, it will address reported harassment using Title IX Grievance Procedures, even if it occurs off-campus. The policy protects against discrimination based on sex stereotypes, sex characteristics, sexual orientation, gender identity, parental or marital status, and pregnancy-related conditions.
Confidential communications are maintained with certain professionals, and those designated as confidential employees do not have to report prohibited conduct to the Title IX Coordinator if it occurs while they are performing their duties.
Hazing Policy
Brown University has a policy prohibiting Hazing, affecting all faculty, staff, students, student organizations, athletic teams, University-recognized groups, and volunteers. No faculty member, student, student group, athletic team, or volunteer is allowed to participate as a witness in Hazing.
Student organizations, athletic teams, and University-recognized groups whose members engage in Hazing will be held accountable. It’s important to know that ignoring or going along with hazing is also considered hazing. Allegations of Hazing can be reported via the Office of Student Conduct and Community Standards or the Department of Public Safety.
Violating this policy may result in disciplinary action, suspension without pay, termination of employment, expulsion for students, suspension or de-recognition for student organizations, University-recognized groups, and athletic teams.
Student Alcohol And Other Drugs Policy
This policy at Brown University outlines guidelines for student alcohol and drug use, as it aligns with federal, state, and local laws. It emphasizes that everyone is responsible for their choices and should make healthy decisions to support the campus community. Alcohol should be thrown away in personal spaces, and large containers are only allowed at licensed events.
Student organizations are advised not to reimburse alcohol purchases and to use Brown Dining Services for alcohol service, ensuring no open bars without drink ticket limits. All other drugs are prohibited by federal and state law, as well as university policy, including the possession or distribution of illicit substances and drug paraphernalia. In emergencies like severe intoxication or overdose, health and safety always come first.
That said, students who call for medical help will not face disciplinary action solely for violating the alcohol or drug policy. However, violating these guidelines can result in serious consequences, including disciplinary action.
Disciplinary Process at Brown University
At Brown, when allegations of student misconduct are made, investigative reviews are initiated to gather information about alleged violations. This part of the process helps determine if charges should be filed against a student and the level of resolution — which is the seriousness of the case and appropriate response.
The investigation report serves as the main hearing document if the case is referred to a hearing. The Director of Student Conduct may decide that there is no basis to file charges and, if so, recommends the level of resolution, such as an Administrative Review Meeting, Administrative Hearing, or Student Conduct Board Hearing.
Know Your Rights: Navigating Misconduct Allegations at Brown University
Students and student groups have several important rights during Student Conduct proceedings. They will be informed in writing about the charges and prohibited behavior and will never be presumed responsible until proven otherwise.
Students can have an advisor present during the proceedings and may request reasonable accommodations. They are also entitled to a reasonable amount of time to prepare their response and to be informed about the evidence against them. At Brown, students always have the right to express their concerns, share their opinions, and present counter-evidence.
Students can request disqualification from Administrative Reviewers, Hearing Officers, Restorative Board members, or Student Conduct Board members if they have concerns about privacy. Finally, students have the right to appeal decisions and are not required to provide self-incriminating information.
