Brown University and the U.S. Department of Education's Office for Civil Rights (OCR) have reached a settlement agreement over the school's handling of over seventy antisemitic or Islamophobic incidents.
According to the OCR, Brown University failed to follow Title VI of the Civil Rights Act of 1964, a federal law that requires programs receiving federal financial assistance to protect their students from discrimination based on race, national origin, or shared ancestry. The voluntary resolution is one of several deals the OCR has reached with publicly-funded educational institutions since the start of the Israel-Hamas war. OCR criticized Brown for neglecting its duty to investigate and resolve Title VI complaints when the Rhode Island-based university abandoned complaints after complainants didn't respond to University emails. In separate settlements with schools in New York and Michigan, the OCR reported similar inadequate responses to Title VI complaints.
Title VI is the federal law that prohibits race, color, or national origin discrimination in programs, including public and private schools at all levels, that receive federal financial assistance. Title VI's protections go beyond race, color, and national origin to include characteristics tied to those attributes, including language and religion. If you're a student or parent of a student in a school receiving federal financial assistance, whether in a public or private school at any level, and you're experiencing discrimination, don't expect the school to take your complaint seriously.
